Cod with Fennel

Ingredients

1 small onion
3 cloves garlic
1 salt and pepper
2 Tbs tomato paste
1 chopped fennel
1 lb potatoes
2 c liquid
3 strips orange zest

Instructions

Cover and simmer for 10 minutes

Put the cod on top of the vegetables and season Cover and steam 8 to 10 minutes
